Returns list of tools (Api-Version: 2)

GET /tools — requires Api-Version: 2 header

Returns a paginated list of all tools owned by the current Standard Registry user. Version 2 adds support for search and tag query filters.

Authentication: Bearer token required (Authorization: Bearer <token>)

Permission: Permissions.TOOLS_TOOL_READ
